Rank Doesn’t Lead

About the Host

Keith A. Clicque

Rank is earned. Leadership is demonstrated.

That is the idea behind this show. We look at leaders who hold rank, like chiefs and sergeants, and just as often at the people who lead without one: the dispatcher who steadies a chaotic call, the veteran officer a rookie watches, the nurse, the coach, or the teammate everyone turns to when it matters.

Host, Rank Doesn’t Lead

Keith A. Clicque is a police chief in North Texas. He leads a law enforcement organization covering police operations, investigations, dispatch and communications, recruiting, and training. All of it serves one goal: keeping the people he serves safe.

Keith became chief in 2025, after serving as assistant chief and then interim chief. He’s the first to say he’s still learning the job. He treats leadership as something you work at every day, by asking questions, listening to his people, learning from mistakes, and staying open to better ways of doing things. His aim isn’t to have every answer. It’s to be a better chief this year than he was last year.

He strives to empower supervisors, develop future leaders, and hold people to clear, consistent expectations. He works to let accountability, transparency, fairness, and integrity guide his decisions, along with the data behind them.

He believes public safety is people work. It means balancing enforcement with compassion, protecting people’s rights, and serving the mission of the organization. That’s why he works closely with senior executives and operational leaders, so that workplace violence prevention, safety, and long-term planning all support that mission.

Rank Doesn’t Lead grew out of that learning. In it, Keith looks at real-world events and pulls out practical lessons for public safety leaders and anyone else responsible for others, while he works through those lessons himself.

His family comes first. He is a husband to Cii and a father to Keira. Keith has faced significant personal adversity while leading a complex organization, and that experience deepened his belief in resilience, growth, and service. He stays committed to his fitness, to his people, and to leaving a legacy his family can be proud of.
